Jiří Neminář studied history at the Faculty of Arts of the Charles University in Prague and at the Freie Universität Berlin. He also attended a secondary school teaching program. He deals with the issue of the Czechoslovak resistance abroad during the Second World War and the history of the Hlučín region. In the long-term and systematically he deals with the issue of forced mobilization and service of the inhabitants of Hlučín Region and other Czechoslovaks in the German armed forces during the Second World War. To this topic he also devoted his qualification works (see bellow). Another professional interest he focuses on the teaching of history, didactics and the concepts of museums. Among others, he is a co-author of the publications Who are the people in the Hlučín Region, Hlučín 2016 (in Czech, with Jiří Jung) and Hlučín in the Changes of Time, Hlučín 2017 (in Czech, with Metoděj Chrástecký).
